Are there any tutorials, actions or plugins to turn a normal photo into a pastel look? I have tried applying blurs, Hue/Saturation, Selective Colors, etc. and would like to find other techniques. In some situations, being able to easily select the most saturated or the most contrasty parts of an image can come in handy. Thanks.

In some situations, being able to easily select the most saturated or the most contrasty parts of an image can come in handy.

You can select colors that are out of gamut for CMYK easily enough … from the top menu bar do Select > Color Range and in the ‘select’ drop-down menu choose ‘out of gamut’.

I think I have a sense of what you mean. Try Filters – Blur – Smart Blur. Play with the controls to ‘smudge’ or ‘blend detail’ in some interesting ways.
