Pretty much all versions….
For a selection, use the Elliptical Marquee Tool and hold SHFT while making the circle to constrain the dimensions to a perfect circle. If you’re using the Ellipse Tool, again hold the SHFT key. The difference between the two tools is the first one makes a selection and the second one makes an actual vector circle.
If you want a circle with some thickness, like a doughnut, then you might want to look under Custom Shapes for the best one.
You can also create a "doughnut" with the Elliptical Marquee Tool. First, create a circle and fill it with the color of your choice. Next, Press ALT+S+T, or go to Select > Transform Selection to transform the size of the selection only….not the pixels. Now hold down ALT+SHFT and make the selection smaller by dragging a corner inwards. ALT+SHFT will constrain the selection to a circle but will constrain it from the center. Once you have the selection where you want it, press ENTER. Now press Delete.

You can also get the same effect by creating a circle with the Elliptical Marquee Tool and filling with the color of your choice. Then set "Fill" (at the top of the Layers Palette) to zero and add a layer style of Stroke to the selection. Play with Stroke position too to see what that does.
