You messed up the units. A4 is 21.0 cm x 29.7 cm - your numbers are for mm. The memory usage at 200dpi is only 12MB.

The same values you'd use for DPI divided by 2.54.
200dpi for average cheap photoprint quality, 300 dpi for the perfect photo and 400 dpi if you want to test you printer quality.
