I do understand what you are trying to say, but don't understand exactly what is going on with your system. So, I can only be able to give you the very general information for you to figure out what is going on at your end

1. Photoshop is a graphic editor *not* graphic viewer, so the file extension must be 100% correct else it won't open.

IOW, if the original image is BMP and you rename to JPG then Photoshop will refuse to open it, even that the BMP is perfectly fine.

2. You say most open fine but some won't. If you mean that the exact same format from the exact same camera (or whatever source) then it's possible that the file is corrupted.

If you mean same extension then it possible fall into the #1 above.
