LAYERs Locked? Can't move items within layers! Please HELP!

Suddenly my layers act as if they are locked. I can't move any part of a layer around (within itself). When i try to select something and move it (drag it, say) i am automatically on the bottom-most layer (and THAT i CAN move).

NOTHING is actually locked. Every new layer acts the same too. And new documents.

Can you help? I can't work!

Uncheck "Auto Select Layer".
