Hello,
Being new to PS, this may seem trivial....but, I am trying to figure out how to create a spiders web effect, such as that on this website, www.quikcrawler.com in the upper left. (dont need the spider, just the web is all =) )
My guess is its a plugin, but I cannot seem to find one.
Any ideas or suggestions would be most appreciated.

I doubt it is entirely a filter. Looks like it was drawn to me. I had a tutorial to make one of these in my Illustrator class at one time.
If I recall take an oval, rotate it, add bezier points, use punk to make the edges curve in, and then duplicate it smaller and smaller to the middle.
Then just draw the radial lines in by hand. Finally, mask off parts of the oval, cause webs seldom are complete.
I could do one in about 5 minutes, but students doing it the first time took up to an hour.

Can you translate your instuctions to shape tools, elliptical marquee, and pen? Specifically, what is the punk supposed to be doing if you are in Photoshop?

I didn't say it would work in Photoshop. The instructions were for Illustrator. (There are some times that AI is more efficient for doing things than PS.)

Quick idea;
Make decreasing hexagons inside each other put lines through them in all 4 sides and 4 corners a six point star shape (or however many cross lines you use).
Then distort the side of each hexagon using the liquify tool.
Then distort the entire spiderweb using perspective.

Thanks to these good people's suggestions:
If you use Ol' Whozit's list,the 1st tutorial in particular, and then use a bit of the "direct select" tool to bend or wow his circle lines ...I think it would look similar to image you desire. Or to wow, use the liquid tool as HD suggests for probably a more realistic looking web. And easily in time for Hallowe'en.
For the spider you are on your own.
