There is also Alien Skin Image Doctor plug-ins that can do it as well as other things. Not a bad package for the money.

Make one yourself, e.g. like this:
- Create a pattern, 8x8 pixels.
- Start with all white, then fill in the 6x6 center with black.

The next steps can be recorded in an action:
- Create a new channel.
- Fill it with the pattern.
- Load the channel as selection.
- Re-activate the RGB channel.

Now experiment to your heart's content with Gaussian Blur and other filters to blur the sharp edges of the 8x8 blocks. If you find a filter that works for you, you can add it to the action you just created. You can even make the action interactive so you can adjust the amount depending on the source image.

NeatImage is awesome for removing noise. However, the version I have (3) I never found to be good a removing JPG artifacts. For that Alien Skin's is what I like best.

I tried a few of those artifact remover plugins, but not too impressed with them. They all introduce artifacts along the way. If you get too much compression artifact in the original image, no matter what you try, it is not going to work. Kinda like garbage in garbage out.

I sometimes find this technique useful for moderately compressed images. Since not all channels of a JPEG image are compressed the same way, it helps to smooth/correct indvidual channels separately using Gaussian blur or Median filter, then Unsharp mask to bring back the sharpness.
