Probably the easiest way to do this is not with Photoshop but with Irfanview or Photographers Power toys. If you run Windows XP, you can download a Microsoft utility (Power toys) and convert a directory full of images to different size and (I think) type.
There are no scripts as in Corel PhotoPaint. Photoshop uses Actions. Record an Action. Stop it. Do batch processing on it. It’s all explained in the manual. SE

Irfanview is a good and free image viewer that can do batch conversion as well. You may also want to try imagemagick, once scripted you can use it to convert from/to over 80 file formats.
