file sizes different between Ver 6 and Ver 7

Last year I was using PS6 when making jpg thumbnails for our school web page. They were 1 x 1 inch, 96 ppi, saved at a level 4. File sizes would usually be around 6-7 kb

This year I have been using Ver 7 and making the thumbnails in the same way, but the file sizes are now 14-16 kb.

Just to double-check that I wasn’t remembering incorrectly, I went back to an old machine with PS6 on it. I made a thumbnail that came out at 7 kb. I went to a new machine with PS7 and with the exact same photo the file size came out to 14k.
