Ading a background in PSE9

I had PSE 7, and if I cut around e.g. a figure, I could easily add a background by selecting the "use as Background" option.

In PSE 9, this option has disappeared - is there a similar method I could use please? Your help appreciated.

Worst case, add the new background as a layer under the foreground elements.
