The ECI (www.eci.org) and other sources suggest to use the Apple CMM for the gamut rendering. Is it possible to include it into the Win version of Photoshop?

Colorsync? If that's what you're asking about, the answer is no. Apple was supposed to make this available for Windows a few years back and then did not follow through. I don't know the whole story but it matters little.
Much has been written about color management on either platform. Here are some links I borrowed from the Color Management forum:

Hi Ho!
Thanks for the links so far. Was very interesting, but didn't help me in this question (but I got yet deeper into CM ;-).
I am wondering if you can load CMM's just like ICC profiles.

Unfortunately, bugs in ICM prevent it from loading additional CMMs.
All you can get in ICM is the default LinoColor/Heidelberg CMM.

I see. Strange. But it allows loading the ACE, which is supposed to be an "alien" CMM for the ICM, isn't it?. So, you guys managed it to "cheat" your ACE into it? Or did I get something wrong? Does the Mac version support this?

No, ACE is only supported in Adobe applications -- it is not installed as a separate CMM.
Yes, ColorSync on MacOS does support third party CMMs, and there are several available.
