Cant Download "Extract Filter" Off Disc

Everytime i try to download the Extract Filter from my disc i get a message from windows saying "Windows can not open this file. File: ExtractPlus.8BF"

Then it says that windows needs to know what program created the file and that it can search online or i can tell it what program created it. Neither option enables the download.

Any advice?

It's a "naked" plugin - no installer.

Copy it into C > Program Files > Adobe > Photoshop CS4 > Plug-ins > Filters, then it will appear in the Photoshop filter menu after a relaunch.

If you have a 64-bit version of Windows you need to copy it into both the 32-bit and 64-bit Photoshop version (Program Files (x86) and Program Files).
