Don, I am able to copy parts of a 16-bit image into another in PS CS. Make sure that your source & target images are the same bit-depth. In other words if you use 16-bit, do so all around with the images you are copying over. If they are 8-bit when you open them, just click Image, Mode, 16-Bit to get them to convert to 16-bit. If you want just a piece of an image, my suggestion is to select that piece and drag it over using the move tool (once your piece of the source image is selected with marching ants around it, your move tool will turn into an arrow with scissors). It will create a new layer on the target image.
As far as copying a part of an 9-bit image over, use the same technique as above. Let it create a new layer on top of your existing layer in your target image. Once done, link the two layers and from the layers menu select Merge Linked. From the layers menu (assuming that your copied over layer is directly on top of the layer you want to have it with, select Merge Down from the layer menu. That will solve your problem.
