Layers Panel minimized after CS4 Restored

Both the Layers Panel and Adjustment Panel are in Expanded format when I Minimize CS4 to the Taskbar.

I then maximize CS4 and the Layers Panel does not show any layers. I have to double-click the Layers tab to reveal my layers. Never had this with CS3. Kind of annoying.

I had this when I first installed CS4. I noticed it minimized when I would open a file with the Layers panel active. I think I simply resized the panel and that problem went away for good.
