When I start PS CS3, by initializing the pallets ("Paletten werden initialisiert" (German message) the window closed and does nothing more.

After uninstalling and new installation the same happened.

What can I do?

Is there an uninstalling tool from adobe, which removes all registry keys?

I hope you can help me.

Try resetting your preferences as described in the FAQ.

<http://www.adobeforums.com/webx/.ef4a07f/1>

You either have to physically delete (or rename) the preference files or, if using the Alt, Ctrl, and Shift method, be sure that you get a confirmation dialog.

This resets all settings in Photoshop to factory defaults.

A complete uninstall/re-install will not affect the preferences and a corrupt file there may be causing the problem.

This has no effect.
The same error (closing the the window after starting PS3).

P.S.
After deinstallation I deleted all files in all generated directories, such as installation directory, "C:\Dokumente und Einstellungen\Harald\Anwendungsdaten\Adobe…".

I removed also all entries in the registry under
HKLM\Software\Adobe
