Turning Posters into Postcards

The posters I make in PS usually consist of one or two graphics layers, and about a dozen text layers. The text is different sizes, locations, and orientations. (Here’s a sample:

Once the poster is finished, I also want to print it on postcards. I’m using post card stock that has 4 postcards, 5.5 x 4.25 on a page. I want to shrink down the poster and copy it to the template four times.

It should be pretty simple, but I’m running into lots of problems. First off, if I use Image Resize to make it 1/4 the size, it looks fine on the screen. But when I try to paste it it will only copy one layer at a time, and it does it full size.

I’ve tried linking layers and selecting all, but that doesn’t work.

I tried flattening the smaller and saving it to a .jpg, but it cuts and pastes a full size image on the template. I can shrink it there, but when I do the text looks lousy. I want the text layers to transfer as text layers so they’ll still print well.

So, how can I take that reduced image, copy *all* the layers in one pop, and paste it, still reduced, to my template?
