Is your graphic designer putting an extension on the filenames when he/she saves them?
Macs do not need the extension(.psd for photoshop) but windows does. Some hardcore mac users refuse to accept that anyone would stoop so low as to open a "professional" graphics file on a windows machine and they purposely don't add the extension when they save a file. Giving your designer the benefit of the doubt however, maybe he/she doesn't realize that the extension is needed for a windows machine or they just forgot to add it. It is easy to forget when you don't work in a cross platform environment all the time. them.
Save one of the bad files he/she sends to you to your harddrive. Locate the file and rename it with the .psd extension after the filename. Now try to open it with photoshop.
