Photoshop CS3 How to turn off Pixel Aspect Ratio Correction forever

How can I turn off this most irritating default that was not present in 7?

Someone help us! It's stabbing me in the eye! I use Photoshop for handling faxes and it is an immense pain to turn it off for every page that I process.
