Mosaic Help

Hi,

I have seen montages of photos used in a mosaic type form to create another image, ie. a series of thumbnail photos is placed on a page in such a way that all-together they also form another (larger) photo.

I saw this most recently used with in a Texaco ad in Time Magazine.

I presume this can be down using a program or plug-in for a program like Photoshop?

Can anyone tell me how this effect / filter is achieved?

There is specialized-for-this-task software. Part of the success is a large database of images to avoid repetition, as a minimum. Subject related sub-images is another that adds to the appeal.
