Photoshop 7 "Action Button" Problems

I've recently developed a problem on Photoshop 7 where I can get the Action's tool bar up, but when I click the arrow to get some actions added to the tool bar the button just goes down and stays that way until I click it again, and the menu never appears. I have tried alt + click, and that makes the button go down and come back up again, but the menu still fails to pop up. I also can't right-click in the tool bar to import an action, because when I do so I get no response. Is this a glitch? And is there any way you can help out?

Is it possible that you have boatloads of actions loaded? Try removing some and then try to load some to see if it goes away. If it does, too many actions.
