Layers are always Locked

Hello All:

I am using Photoshop CS2 and whenever I open a .jpg , .gif or use my scanner and scan something into PS the layer always starts out locked.

Is there a way to change this so it is not locked everytime?

No, there isn’t.

Jpg is a flattened file format so the Background will always be locked by default. Double-click on the Layer thumbnail.

Gif is Indexed Mode and flattened as well. Change to RGB and double-click on the Layer thumbnail.
