Adobe Elements (6) won't allow me to drag layers

I must be missing something basic. I use Windows Vista, and I have the compatible Elements version 6. The issue is that I can't seem to get any layers to drag. I don't mean the background layer - I mean ANY layer. I get a black circle with a line through it. Very frustrating! I am trying to add elements of one photo to a second photo --- any help would be appreciated.
