70-75%, no more.

75% Really? Why? I thought it was supposed to be like 95%

If you set it to greater than 75%, except in the rarest of circumstances, you starve your OS of needed ram.

Photoshop doesn’t work like most programs we’re used to – rather than rely heavily on the amount of ram, PS optimizes performance via the temporary file it creates in the scratch disk (set in the preferences). Thus RAM plays a lesser role relative to many other applications.
