Is there any software, plugins to Acrobat Reader or a way to view PSD files without having Photoshop or elements? I have tried Microsoft Digital Imaging but where only able to view one layer and I want to be able to view all the layers created in Photoshop.

Not exactly. Irfanview will permit you to view the flattened composite in a psd provided you saved it with one. If you want to see the layers you will have to use Photoshop or Elements or Photoline 32 or something like that.

What is the intention here?
