I am having problems selecting hair on people, kids, animals etc. I did find a plug-in that claims it will do an excellent job for you but at $150 for the plug-in I was hoping for something a little cheaper and easier on the budget.
Any ideas?

It is sometimes impossible to get every strand of hair no matter how good your selection software is. I frequently touch up some of my photos by drawing the hairs back in where they are important using the color taken from the fringes of the hair and a brush size of only 1 or 2 pixels. It’s time consuming and takes practice, but sometimes it’s the only way. You can also try to darken or lighten the background in the area where you are trying to make the hair selections to make these hairs stand out from the background more and thus be more selectable.
