Can't get Select > Modify > Expand to work ARRGGG!

When I make the dancing line around my image to select it, then do the Modify > Expand command, I see a shadowy enlarged line appear around my selection, but it never actually expands the image. What am I doing wrong?

ok so what you want to do is use the transform command -
