Delete PSE 3 from Explorer>C:>Program Files PSE 3

I uninstalled PSE 3 and installed PSE 4 and tried to remove/delete PSE 3 from Explorer>C:>Program Files>PSE 3...when I did I received this error:

Cannot delete msvcp71.dll
Access is denied.
Make sure the disk is not full or write-protected and that the fule is not currently in use.

How can I delete PSE 3 from
Explorer>C:>Program Files>PSE 3

1) make sure pse3 is not running.
2) from the control panel start add/remove programs.
3) scroll down to pse 3.
4) click remove.
