Problem sharing photos

I created a simple email (PDF version) and sent it to some people. Some were able to view the pictures and some were not. Here's some comments: "can't seem to download nor find them. It downloads and then says no photos exist?", "after the uploading, etc., the message came up that there was an error and the photos don't exist (or some such....)
", "We were only able to bring up one picture "

Any ideas what happened?

You are sending some photos in a single PDF through email, right? Are people not able to view the PDF? Or, are people trying to import images from the PDF into Album or Elements?
