How do I show layers made from different images and work with these. For example, make a partial layer (persons head) and add it to a photo of someone else? Multiple images on the same workspace?

Let’s start with which version of PSE do you have?

What are you trying to achieve?

If you are using PE 3, start by getting out of maximize mode (window/images). Try Cascade instead. Now position your photos where you can see all of them, at least the edges. Click on the photo with the person’s head in it. In the layers palette for that photo, drag that layer from the palette onto the actual image window (not the layers palette) for the photo where you want it to go. Once it’s there you can use the Move tool to reposition it. It’s easier if both photos have the same resolution in ppi before you start.

Just browising thru when I noted Rio asked question that has been in the back of my mind for some time–Thanks for the answer, Barbara!
