Can CS3 be configured such that the Left mouse button uses the Foreground color and the Right mouse button uses the Background color?

Well, you could program your right mouse button to function as "Alt + Click", but then that may get in the way of all the other functions you’re used to with the standard right-click.

Or you could just reach over with your other hand and hold the ALT key when you left-click.

Rethinking/Second guessing myself:

I’m a Mac user.

What’s the normal function of the "right-click" under Windows again?

That’s what I thought, the second time around.

Right-Click under Windows is analogous to Control + Click on the Mac.
