elipse tool border and halo effect

Hi

Having drawn a circle using the elipse tool is there a way to give the outline a specfic colour and the fill another?

Also I need to give objects a "halo" effect I thought of drawing around using a brush and then using the smudge and blend tool is there a better way?

Assuming the ellipse is by itself. on its own layer, add a layer style with Stroke, Color Overlay, and Outer Glow.
