Have you got a Wacom tablet?
#2
yessir i do - should i unplug it?
#3
the tools will sometimes stop working if the mouse or stylus that is not being used is too near the tablet. Move it well away!
You might also need to get updated drivers from the Wacom web site.

Mindy, did you view and understand Andrei's little video?
If you follow that, and Len's advice, it must work!
The only other possibility is to "reset" the Eraser Tool.

I'm starting to get it. . . right now I'm trying to understand the Once option in the sampling menu. My understanding is you click a color you want to erase and it just Erases just that one color as you drag the mouse. I did that but it still erases other colors as well. Does it matter what the brush size is?

Yes. You have to try things out yourself!
Image editing is not a precise science and the only way to learn is to try things out and to practise practise practise.
