I get this all the time too- OS 10.3.9, Elements 3. Anyone have any ideas?

I had the same problem appear, after I installed Canoscan Toolbox X and Mac OS X.4 (Tiger). I (like you) did not think files were locked. Clearing the history and cache did not help. I did not want to trash the preferences file (xxx.plist) if I could avoid it, so yesterday I reinstalled PS Elements 3.0 from the CD without deleting anything. The problem has disappeared.
