Layer "locked", how to "UNlock"

All of a sudden, I cannot resize any pictures because I get the message that the layer is locked. There is nothing in help to suggest how to unlock a layer. I have checked Preferences, there is no mention of locking layers. I have tried saving a copy, duplicating a layer, etc. Still locked.

With the locked layer selected, click on the little lock just above the layers.
