I don't see any moire effect when viewing the image at 100%. Anyway, the only way that I know of to reduce the moire effect without resizing is to apply a gaussian blur filter. But of course that ... blurs.
It seems worse when the image is shrunk to fit the screen.
That's sounds like a simple resize. I tried resizing using lanczos and there were no moire effects in most of the sizes I tried. I don't know if PS Elements can do that kind of resizing though. If not, you can use the free tool IrfanView.
