Moving selection with transparency

MS Paint allows you to move a selected area in one of two ways — either completely covering the new area with the selection, or treating the current foreground color as transparent, so that those parts of the selected area that match the foreground color do not overlay the new area.

Is there an equivalent move mode in Photoshop Elements 1.0?
