I ran into a problem with photoshop 7.0 I clicked on
Image-->Adjust-->Hue and Saturation and am getting no dialogue box?
This will happen if your preferences file becomes corrupt, or if you use Photoshop with a second monitor or a high-resolution screen setting, then move the dialog and disconnect your second monitor or change your screen setting.
Reinstalling will not help, because reinstalling does not touch your preferences file--it is left alone.
There are two solutions. The first is to use the Preferences command--there's a button to reset all tool and dialog positions. The second is to delete your Preferences file completely. Note that this will also reset certain color management settings back to their default values!
