Is is possible to trade off dpi for image size?

I have 400 dpi image that’s 250×250.
( Without losing quality ) is it possible to turn that image into a 100 dpi image that’s 500×500? How about 1000×1000?

First you need to read this. so you understand the difference between PPI, DPI, LPI

If you uprez a file that small you won’t loose quality because there is no quality to start with. But it will get worse.

No. You can "trade off" ppi for inches but not for pixels without affecting quality.
