Is there any way I can open a .tub in Photoshop CS4?

No. On a Mac I believe Paint Shop Pro is the only app which will open them. Not even Graphic Converter... If you have Windows available maybe XnView or Irfanview will allow you to open them. You're best bet is to open them in Paint Shop Pro and save them as PNGs.
