Sudden compass-like icon pops up and re-sizes and rotates my image?!?

I have a new mac book pro and I’m running CS4. Whenever I work on an image in photoshop, I randomly get an icon that flashes up and it looks like a compass. It then zooms my image in or out and sometimes rotates the image by a small degree. It’s really irritating and I want to make it stop. What is going on and how do I get rid of it?
