How does one create a Flag Map, such as a United States Map with an American Flag background inside the Outline map ? What technical tool is this called ?

If you have the map shape cut out or masked, put the flag image on a layer above it and Alt-click on the little line between the layers in the palette.

There’s a good explanation in Help, and if you Google Clipping Group or Clipping Mask you will probably find something.

Note that this is just one way of doing it.
