‘Could not load the brushes….’

I just downloaded a brush file from somewhere online, and it’s a .abr file like every other default brush in my selection, but it still says "Could not load the brushes because this file is not compatible with this version of Photoshop". I have Photoshop 7, and this has happened every single time I’ve tried to download brushes. How am I supposed to tell if the brushes are not compatible before downloading them? Is this normal? They work on CS2, but I don’t like using that program.

The brushes won’t load in Ps7 if they were created in CS, CS2, or CS3, because those programs have more brush options, so the files are not backward compatible.
