can i de-activate cs3 on a laptop without internet?
is there a solution than format the pc , (because i would like to sell my laptop)?

No.
That is Adobe's main failing with their otherwise much-improved activation, relative to the troublesome version in PS CS. Both CS2 and CS3 require an internet connection to transfer/deactivate your installation. There is no telephone method for doing this, nor can you manually do it, as the internet connection is used to exchange information with the activation server.
But, why can't you connect your laptop to the internet and perform the deactivation? That is an easy solution.
