I am trying to take stills of fast moving cars from a DV video tape using Photo Shop Elements but they look very jagged and blurred can someone tell me how I can get a clear photo of the cars

You cannot.
Video cameras use long shutterspeeds of about 1/30 of a second. That's why the images are blurred as often race cars drive extremely fast. Way faster than healthy. ;-)

Check the resolution. Many video cameras take movies that look fine, but when you try to extract a single frame the resolution is too low for a good print. If you can't get at least 150ppi, that means there isn't much to work with. When you extract a frame, what is the physical size and resolution of the image when you first open it in Elements? Knowing that might give others enough information to provide a more specific answer about technique.

The picture is 3.05 cm wide 2.44 cm high and 300 pixels/inch Resolution also the shutter speed was set at 1/250 a second

If my math is correct 3.05 cm wide 2.44 cm high and 300 pixels/inch yield an image that is 360 by 288 pixels.

Well, assuming the picture actually IS sharp at that size:
3.05 cm wide 2.44 cm high and 300 pixels/inch
goes wonky in a hurry:
at 3" wide you have 120ppi
at 4", 90ppi
And a 7" wide image is a whopping 51ppi.
Just not enough original pixels to do much with.

Thomas, ya, your best bet would be to use your DV camera for DV and buy yourself a nice little digital camera for race car shots. My DV Cam takes pics but NO way do i bother with that...I certainly don't bother using the video setting on my digital camera either.
Now, if ya need help choosing a digital camera....start a new topic thread and tell us your needs and how you would be using your camera :)

I don't know much about digital video, but a shutter speed of 1/250 surprised me pleasantly. Nevertheless, if you can shoot these cars at a faster speed, don't hesitate to do it!
The combination of the speed of the car and the distance from the car to the camera might require an even much faster shutter speed, provided you can set the shutter speed manually.
Indeed, resolution is too low for a decent print.

As you may have gathered I am no expert on using Photo Shop Elements I have used Panasonic DV Studio 2 to do what I am attempting to do and it worked perfectly but a few days ago it went on the blink.
Jodi I have a nice Cannon Rebel but as I was videoing the event I was unable to do both. The pictures are just for video covers of various cars so the overall quality is not critical Leen my video camera is a Professional Sony DSR390 and shutter speed can be adjusted but to late for that now. if someone can let me know can settings be changed in photoshop or suggest altinartive software which uses firewire or usb connection I would be very gratfull Thomas Quinn

Did you use the filter listed under Video De-iterlace? that may help some.
