cycle shortcut keys for tools not working in CS3

Example: If I press an "O" I will jump to the Dodge tool. If I press "O" again, I should jump to the Burn Tool. This is not happening. I just sit on the Dodge tool.

Has this cycle feature changed in CS3???

uggh,,, sorry for having a brain fart... it's a general pref setting to uncheck use shift key for tool switch... one of those things you do for each release and then completely forget about it.
