Changing colors of individual pixels

I would like to be able to click on individual pixels and change their colors from a palette of colors, or maybe even from a list of colors that I have saved.
is there any such functionality within photoshop?

Yep, best tool is probably your "pencil" tool for individual pixels. Open your swatches panel that allows you to save defined colors which are easily accessible.
