is there a way to take a duotone image and make part of it greyscale? using blue and black.

Mark,

When creating a duotone it is a greyscale image until you select a different pantone ink (instead of white) from the dialogue box.
Once you have your duotone you can convert it back to RGB and then use Hue/Saturation on colorize to alter the hue.
This method may even do what you want without starting from a duotone.
