Today I've made available a beta version of a plugin, PSD Extract/Recover <http://www.telegraphics.com.au/sw/#psdrecover>, which can extract individual layers from PSD/PSB files. The main purpose however is to allow extraction of imagery from damaged/corrupted/truncated PSDs, because Photoshop usually refuses to open them, or at best produces a badly garbled image. This plugin tries much harder than Photoshop to extract data despite damage.
It's also a much faster way to grab a single image layer from any PSD than opening the whole thing - especially if it's a complex file.

ONLY image layers are extracted (not any other layer type).
There is currently no access to layer masks, alpha channels and spot channels. This is planned to be added.
