Anchor Service and Adobe Photoshop CS3 fail to install

I am trying to get CS3 upgrade installed, it runs thru the install and then complains about the anchor service (in event viewer) and photoshop cs3 itself not installing. Uninstall/reinstall doesn’t make a difference. I went thru the manual uninstall of the beta and no help.

Any clues?

Edit: this is on Windows XP
