How can I create a "torn edge" effect in Photoshop?

Sorry - this may have been addressed centuries ago, but I'm still very new here. Is there a plugin, a filter, or a procedure by which I can simulate a ragged/torn paper edge (and control its placement precisely)? Illustrator has a "torn edge" effect, which does nothing like what its name infers. Any suggestions? Thanks all...
